Why does the condition of a property only come into play after an offer has been accepted?

In the current homebuying process across most of the UK, buyers don’t usually commission a homebuyers survey until after an offer has been made. Sellers, meanwhile, rarely commission any kind of homeowners survey. Their focus is almost entirely on first impressions — home staging and securing the offer.
